Not as income.  You would offset the property tax relief credit against the property taxes paid and put the net amount as your Property Taxes deduction.

Thanks Cynthia!  To clarify, do I have to enter that check amount anywhere in the FEDERAL return?  because I only entered it on the STATE return.  There was an area in the Federal return that sounded like a "credit" but it only allowed the pull-down menu to go as recent as 2017...so I didn't enter the amount anywhere on the Federal return and only put it on the State return.  IF needed, shouldn't TurboTax have asked me to put it on the federal?  Thanks!  Also, I already submitted my returns and didn't offset my property tax amount by the relief check...what do I do ??
