Yes, if it's an ENERGY STAR certified solar submersible water pump. You should contact whoever sold you the pump. They will know if it qualifies for the energy credit. Generally, you receive an ENERGY STAR certificate from the manufacturer.
You may try and find your product on the ENERGY STAR list. Click here and select the product from the list on the left side menu. If your product is not listed, then it doesn't qualify for the credit.
