Recovery Rebate Credit for 2021

I am helping my friend file his tax return for 2021.  He is married filing jointly with 2 children both under 17.  One is 8 and one is 5.   They all have social security numbers.  They all are green card holders.  They have been in the states since September 2021.  Turbo Tax is giving him $5600 Recovery Rebate Credit ( $1400 x 4 = $5600 )  The third stimulus check was given out last spring and they were not even in the country.   Are they entitled to this credit?

Yes you are eligible to get third stimulus.

Third stimulus is paid based on your 2021 tax return and did not require residency in the USA

You will not be eligible for child tax credit as you did not live here for at least 6 months
