I get to Let's finish state return" then click continue, review and it goes back to the "Lets finish state tax return.

Which program are you using? If you are using TurboTax online, try clearing your cache and cookies, then try the state section again. If you are using the desktop version, close out of program. Then open and allow the updates to run.
I di close and relaunch the loop is still there. Suggest you test and debug program. It is very frustrating to have such a sophomoric error.
