When you are in the "State Taxes" section for Oregon, there is a screen titled "Political Contribution Credit" where you are able to enter the amount of your Oregon political contributions you are referring to. This screen will be seen after the "Adjustments Summary" screen.

I understand it is not a Fredral credit. I entered the credit on the State tax form where it asked. When turbo tax did the check for errors it kicked the credit out because my AGI was to high. Based on everything I can find the AGI for this credit is $100k. Mine is below the limit as a single person.
The AGI limit for a taxpayer filing single is $75,000.
