I bought solar panels, but I don't ever have a tax liability

Well that’s plain insanity because solar shoppers has a radio commercial that claims up to a 35% discount off the solar system itself in the form of a tax refund. You can’t say that whatever someone pays for a solar system that the 30-30% tax rebate is only added to the amount of their what?
 Federal tax refund when it should be the state refund since cost of living is a roller coaster of lows to high cost based on state.

It's true that the solar tax credit will have no benefit for someone who has no taxable income.  The credit is "non-refundable", which means that the most it can do is reduce one's tax bill to zero.  It cannot result in cash back to the taxpayer.

 

  That's just the way that Congress wrote the law.
