I retired in 2022 therefore have not contributed to the HSA since. I never received any messages regarding overfunding. Ever since, I've been drawing from the HSA as required for medical expenses. In TurboTax 2025 I found Form 1099-SA and entered the data from the paper form I received from the HSA holder.
Also, in TurboTax Premier 2025, I selected "No" to the question "Was Carl covered by a High Deductible Health Plan (HDHP) in 2025".

It sounds like you have been entering things correctly.
In your case, you must answer that you had an HSA on the screen that asks if you had health-related accounts (the first screen in the HSA interview). This is done so that you will be allowed into the HSA interview in order to enter your 1099-SA.
After you enter your 1099-SA, you will at some point be asked about your HDHP coverage. Since you have none, you answer None.
So far this is all correct.
Note that because of a design issue, in the federal Review, TurboTax may insist that you check either Self or Family for line 1 of the 8889. This is because the Review doesn't understand why you have an 8889 but no HDHP coverage, even though this is exactly your situation.
In any case, if this comes up, just check Self or Family - it doesn't matter because you already checked elsewhere that you had no HDHP coverage so the 8889 will be correct. Checking Self or Family on Line 1 is just a workaround for this Review issue that may stop you from finishing the return.
