Yes, you may file Form 4868 with no ITIN.

According to the IRS:

“If you don’t have an ITIN, enter “ITIN TO BE REQUESTED” wherever an SSN is requested.”

If you are not able to print Form 4868 within the TurboTax program,

Print, fill out, and mail Form 4868.
