You will only receive a 1099-SA from your HSA if you spent money or took distributions from your HSA account. You can contact the HSA account administrator or financial institution if you need a copy. You can file without entering it; not entering it won't cause a rejection. But note, that the IRS received a copy of any 1099-SA form that was issued to you and your refund may be delayed if you omitted the info from your return.
The IRS wants to know that you spent the money ONLY on medical expenses. Anything else would be a taxable distribution.
Did you take money out of your HSA in 2019? You only receive a 1099-SA if you took a distribution from the HSA. If you did take a distribution, check with your HSA administrator but if you know the amount of the distributions, you can just enter it as if you had received a 1099-SA - even though you input the 1099-SA into TT, it is not part of the information sent to the IRS as part of your tax return filing.
