A problem with TT requiring form KS K-40SVR even when taxpayer does not qualify, has been communicated to TurboTax weeks ago.
I have the same trouble as others have experienced and complained about.
I have the TT Home and Business Windows Download version and have been patiently waiting for an update to address this problem.
Do you have a forecast for a 'fix'?

This error message should be resolved but perhaps it is hung in this form.
Please make sure the software updates when you open the program and remove the Kansas state return by clicking on File on the Menu Bar and selecting Remove State.
Then add Kansas again in the State section, so it can pull information from the federal return.
When you get to the page titled Property Tax Relief Claim, please make sure the checkbox near the bottom is unchecked.
I followed your instructions, checked for update (none), deleted state from TT (KS), saved TT, quit TT, restarted TT, still no update available, re-added KS, added a few needed numbers, ran a check, found the unneeded and unwanted forms had been added in again. I decided to make a paper filing for the state, the unwanted form (K-40SVR) did not printout. The numbers in the filing were correct, I USPS mailed my tax return to KS this AM. I decided not to wait for another weekend promise of a TT fix.
