I might suggest clarifying this. If you are submitting specifically for a circuit panel credit, then yes, you would have to provide a QMID (which you won't get because no companies have them yet). But, if you are submitting only for a heat pump, the TurboTax form requires that you fill in the QMID for a circuit panel even if you aren't submitting for that credit. In the paper form, you could simply skip over that section.
You could use the same QMID for the enabling property as the main property with a $0 cost if you didn't install it. As long as it's a valid QMID, it won't be rejected. The IRS efile computer is not matching codes to specific property.
Ultimately I did a version of this but the dollar required at least a $1 value.
Apparently Navien QMID is M6G5
You can use this tool to look up QMID's.
Find Qualified Manufacturer ID codes for IRS Form 5695.
If you do a search it'll confirm the Navien QMID is M6G5
The Qualified Manufacturer IDentification Number is required for filing the Energy Efficient Home Improvement Credit
