Yes it is. The 3rd stimulus was an advance for a credit you could get on a 2021 tax return, so the newlyweds who are filing a joint return are eligible to get the recovery rebate credit on their 2021 return.

And....even if you got it for claiming him last year you do not have to pay it back.
