I have not been able to file my 2020 tax return because Turbo tax tells me the final form has not been published by the IRS. When I look on the IRS website, I am able to see what looks like a final form. Why is there a discrepancy between Turbo tax and IRS?
Also, Turbo tax has two 8915 forms, one is 8915B-T and another 8915B-S. The one showing partially completed for me is 8915B-T. What's the purpose then of 8915B-S?
Should I delete 8915B-T and try to complete 8915B-S?

Coronavirus-related distributions are reported on Form 8915-E (Qualified 2020 Disaster Retirement Plan Distributions and Repayments). If you or a member of your household was impacted by the coronavirus, and you made withdrawals from your retirement plan in 2020 before December 31, you may have coronavirus-related distributions eligible for special tax benefits on Form 8915-E.
The form 8915B-T was used to report 2017 Qualified Disaster Retirement Plan Distributions for Taxpayers). If you were affected by the 2020 corona-virus related disaster, don't report the distribution on Form 8915-B but report it on Form 8915-E To delete the form:

The IRS still has to approve TT's version (programming) of the form.
