5695 is available on IRS but not on Turbo Tax I don't understand what is taking so long. This is holding my taxes up.

Form 5695 for Residential Energy Credits is now scheduled to be available 2/7/2024.

Just because a form is available on the IRS website, doesn't mean it's available elsewhere. TurboTax and other tax software developers can't release their electronic version of the form until the IRS approves them to do so. That can take anywhere from a few days to a few weeks sometimes.
