Can I claim depreciation on a new car for a postal carrier for 2021? If so, how do I do this? I thought I did it right and it reduced the Federal & State Refund significantly.

No, you cannot unless you are a contract postal carrier. Only self-employed filers can deduct mileage or depreciation for a car used in their business.
