It's stated that Room & Board aren't qualified expenses, except if they're paid with funds from a 529 or similar account. Where would I enter what was paid with the 529 to take advantage of Room & Board fees counting as actual qualified expenses? It's not included on the 1098-T. And under the Education Summary section where you can enter in the actual Room & Board fees, it doesn't make a difference, credit-wise, by entering it here. Also, living on campus was mandatory for the students to attend the college. Thanks in advance for any help with this.

If you are required to file the 1099-Q due to taxable income, then you will enter the room and board after entering books. If the full 1099-Q was used on qualified expenses like room and board, tuition, books, etc - then you do not enter the 1099-Q nor do you need to enter the room and board.
You may be able to claim an education credit with the 1098-T and some number manipulating. Here is another post of mine with a 1099-Q, a 1098-T and a tax credit.
IRS Publication 970, Tax Benefits for Education states:
If the entire 1099-Q went to qualified expenses, room and board, tuition, etc then you do not need to enter the form. Tuition paid for the first 3 months of the next year also qualify, see page 12, What Expenses Qualify, and page 52 for qualified distributions.
As AmyC said, if the 1099-Q is fully covered by expenses, including r&b, then the simple thing to do is just not enter the 1099-Q. It is only an informational document and is not required to be entered. When the box 1 amount on form 1099-Q is fully covered by expenses, TurboTax will enter nothing about the 1099-Q on the actual tax forms.
That said, under the Education Summary section when you can enter in the actual Room & Board fees, although it doesn't make a difference, credit-wise, the r&b entry is applied to the 1099-Q, if you entered the 1099-Q.
