You either have an empty form or a zero entered somewhere that is causing the request for an explanation statement. If you are using the desktop software, click on Forms at the top and look through your form list (state forms are at the bottom). Look for any red exclamation points that indicate errors. Click on the ERRORS button to review any errors currently in your return.
If you are using the Online version, print or preview your return and see if there are any credits/forms attached that shouldn't be there. If you have any zeros entered, delete those and leave the field blank/empty. If you are in the review section, exit and go back to the interview screens.
Also, if you are in the review, you can scroll down and click Continue, the message may not prevent e-file. You go through a Complete Check right before you file that will let you know if the message is from a real error as opposed to having an empty form included (not an error that prevents e-file).
