Nonrefundable Renter's Credit program

if someone rent a room and paying monthly (inside of five bedroom house who owned by someone else) , does that person is eligible for Nonrefundable Renter's Credit program ? 

condition : person who live in CA, other condition met

If you paid rent for at least half of the year, you can claim the renter's credit.
