Is a housing allowance taxable when an employer offer this allowance because they require you to live in a high housing cost community. This is for non-clergy, regular private sector.

Non-clergy Housing Allowance

Yes.  If your employer supplements your wages to help you live in a particular location, that is taxable income for everyone except clergy persons.  The employer is just giving you a raise and calling it something else.
