Is the IRS offering any taxcredits this year for someone who bought a house in 2016

No, there are no tax credits available for a first time homebuyer on a federal tax return for tax year 2016.  Your state may have a credit or deduction for the homebuyer and this will be covered in your TurboTax state program interview if available.
