New law H.R. 5863 says that I may deduct losses from hurricane disasters without itemizing (i.e. using the standard deduction). How do I do that with turbotax?

You will enter in the Deductions& Credits sections, under Other Deductions and Credits --> Disasters, theft, and other property loss or damage.  You can enter Casualty Losses in a federally declared disaster area, with a FEMA disaster code to get the deduction even if you do not itemize.
