Colorado tax return will not accept the full $6900 HSA contribution that was deducted for our 2018 contribution. It says that we are limited to $3000. We are both 64 years old. How do we get credit for the full amount that we contributed in 2018?

Colorado doesn't place a separate limit on HSA contributions.
Did you, perhaps, make an entry for the Medical Savings Account in Colorado?
In any case, you cannot deduct in Colorado any HSA or MSA amounts that were deducted on the federal return.
Are you perhaps a part-year resident of Colorado? Then there is a rule that you are allowed to deduct on Colorado only the HSA contributions times the ratio of Colorado wages and/or self-employment income to total wages and/or self-employment income. (see page 2 of form 140PN at https://www.colorado.gov/pacific/sites/default/files/104Book.pdf. The rest get added back to CO income. You would get the rest of your deduction in the other state that you are filing in (unless it is Caliornia or New New Jersey).
