Unfortunately, due to Tax Reform, you cannot take a deduction for foreign property taxes in 2018. The following TurboTax FAQ explains https://ttlc.intuit.com/replies/5759977

I am considering prepaying my property taxes. I just want to make sure I could still include them as a 2025 deduction, when they would normally be paid.
