Possibly, but there are so many taxes on cell phones that you will need to be careful.

Firstly, if you use the standard sales tax method, which is based on your income, you can only add extra sales tax that you paid for the purchase of a car, airplane, home, or substantial renovation to a home.

If you are keeping track of your actual sales tax and want to use the actual sales tax method, then you can include state and local general sales tax -- it has to be the same sales tax charged on everything else.  If general sales tax in your area is 6% and this is a 5% general sales tax on cell phones, then it can be included with your other sales taxes.  But if it is a cell phone tax of more or less than the general sales tax amount, it's not deductible.
