My family had Medquest from state of Hawaii, is that considered Medicare? Wondering if I should answer 'yes' to the question 'Did you have Medicare at any time in 2016' ?

QUEST is administered by the Department of Human Services, Med-QUEST Division and is financed through the State of Hawaii and the Federal Centers for Medicare and Medicaid Services, so you can answer, Yes, to Medicaid, but, No, to these less common health insurances, in the health insurance section.  Medicare generally becomes available at age 65, although there are are sometimes exceptions.
