Mortgage Credit Certificate Refinance

My 1098 Mortgage Interest Form appears to be correctly filled out, but my Form 8396 Mortgage Interest Credit shows an error everytime I review my taxes.  Form 8396 lines 1&2 are correct, but the boxed area that asks "If you refinanced in 2019, enter information below" has two boxes needing numbers- I did not refinance in 2019 and cannot move forward without entering information in 1b&2b. How do I complete this form and skip the refinance section that does not apply to me?  Do I need to check a box in a different area to skip this?

I suggest you delete that section and try again ...
