I live in California, property taxes are listed as part of the monthly mobile home lot rent I pay. Can I deduct those property taxes as well as the personal property taxes I pay each year on my mobile home itself ?

Probably not as a deduction for real estate taxes on your federal income tax return:
You can deduct real estate taxes imposed on you. You must have paid them either at settlement or closing, or to a taxing authority (either directly or through an escrow account) during the year.
