In a split family, one spouse is on Medicare and is the owner of the HDHP plan, how do we answer the question for the younger spouse that is still on the HDHP plan. Is it none? The Medicare eligible owner needs to tell Turbotax they are covered by Medicare. How is the ownership of the HDHP plan configured then?

There is a way to handle all this.
Who owns the HSA? You? Your spouse? If you made any contributions to or took any distributions from one or both HSAs, then you will need to add form(s) 8889 to your return..
You do that by going into the HSA interview (Deductions & Credits->Medical->1099-SA, HSA, MSA). In the interview, you will have the opportunity to separately describe the HDHP coverage for the two spouses. (NOTE: to have HDHP coverage, you have to have only HDHP coverage, and no conflicting coverage like Medicare.)
For yourself, you will enter that you had Medicare, and you will enter for which months. For your spouse, you will enter Family or Self coverage (probably self), and show for which months your spouse had the HDHP coverage. It does not matter that the person who owns the HDHP policy is also on Medicare - what matters is that the other spouse was under an HDHP policy with no conflicting coverage.
TurboTax will calculate your annual HSA contribution limit, then check to see if there were any excess contributions, and fill in the 8889.
