May I deduct the expenses I paid for my husband's in-home care services from a therapist who comes weekdays for a few hours and are not covered by our insurance?

Yes, you may.

IRS Publication 502, page 13, states:

Therapy

You can include in medical expenses amounts you pay for therapy received as medical treatment.
