If I pay medical expenses with a credit card, can I deduct the full amount charged in that year, or only the amount I pay off the card during the year?

Yes, you can deduct the full amount charged if it was charged in 2016. Medical expenses paid with a credit card (when they are charged) are considered to have been paid by you.
