Medical deductions not adding correctly

I have total medical expenses of $19,294.  The program is only recognizing $16,294.  My husband is a retired law enforcement officer, so when I enter his information from his 1099-R the program asks for medical premiums paid by his retirement fund.  That amount is $16,851.  When I get to the medical deduction page, I answered the questions and added in $73 for prescriptions and $2,370 for medical doctors.  The total should be $19,294.  That amount should appear on Oregon 2019 Form OR-A at line 1.  My medical expenses don't get me over the $24,400 standard deduction for federal, so the problem in the software doesn't affect my federal taxes, but the program problem does adversely affect my state taxes.  I talked with Vivekanand at TurboTax a couple of days ago but haven't heard back.  Is TurboTax going to fix this problem?

In general, you may only deduct on Schedule OR-A the part of your medical and dental expenses that exceeds 7.5 percent of the amount of your federal adjusted gross income on Form OR-40, line 7, or Form OR-40-N or OR-40-P, line 29F. Please refer to your federal adjusted gross income amount to verify this calculation.
