I will be claiming 50% meal expenses for out-of-town travel.

Do I enter the total meal expense, and TurboTax performs the 50% calculation? 

Or do I enter the 50% calculation?

Enter the total meal expense.  TurboTax will calculate the 50% on Schedule C.
