Last year I worked in US for 8 months and due to visa issues I had to leave the US and for 4 months I worked overseas. Do I need to pay taxes on my overseas income?

Please advise when you first arrived in the US (the date) and the date you left. Do you plan on returning to the US, if so do you know how soon that would be?

I got married in November 2023 to my wife who lived overseas. We are filing taxes jointly for 2023 and treating her as “Nonresident Spouse Treated as a Resident". However, California is charging us a penalty for her not having insurance
