Is the "Electric Vehicles Federal Income Tax Credit" applied to F1 VISA holder (Non-Resident Alien)?

I am considering to buy an Electric Vehicles this year. The EV federal income tax credit is nice. I am a F1 VISA non-resident alien. So, I am wondering would the "Electric Vehicles Federal Income Tax Credit" applied to F1 VISA holder (Non-Resident Alien)?

I am sorry, but most of the credits are applicable only to US citizen/Residents--- not to Non-Resident Alien
