Is the Covid-19 Pandemic a qualifying natural disaster for the tax year 2020? Is it by declaration date made by state or is it the effective date of the declaration?

Arizona declaration date is 04/04/2020, but effective date is shown as 01/20/2020. Does this qualify for the natural disasters question?

You will use the effective date 1/20/20.  FEMA announced that federal emergency aid has been made available for the state of Arizona to supplement state, tribal and local recovery efforts in the areas affected by the Coronavirus Disease 2019 (COVID-19) pandemic beginning on January 20, 2020 and continuing.
