i am wondering about the following situation: I'm retired and my wife still works can either of us contribute to an IRA?

According to the IRS:

 

For 2019, if you’re 70 ½ or older, you can't make a regular contribution to a traditional IRA. However, you can still contribute to a Roth IRA and make rollover contributions to a Roth or traditional IRA regardless of your age.

 

For 2020 and later, there is no age limit on making regular contributions to traditional or Roth IRAs.

 

So, if you're asking about a contribution for 2019, you can contribute if you're under 70 1/2 and otherwise qualify.  If you are asking about a 2020 contribution, the answer is YES, as long as you otherwise qualify.
