I know the Tax filing deadline was extended to May 17 and so then was the deadline for contributing to an IRA or Roth.
So since Texas residents have a deadline of June 17th does that also allow for contributing to an IRA by that date also?

Correction: Yes it also extends the IRA contribution date.
However, this does not necessary apply to any Texas resident, you must have been affected by the storms that the relief is for and live or work in the covered disaster area:

If you make a late IRA contribution or otherwise rely on any deadline extended by the disaster, the IRS will verify your eligibility based on your zip code.
