In 2019, I lived in Rhode Island, but my parents lived in Texas. I paid their utilities, & paid their property taxes for 2018...Are these deductible for my 2019 filing ?

You are a faithful child and I wish i had one like you. Unfortunately, you can not claim a deduction for paying their utilities or property tax. You may be able to claim them as dependents if certain conditions are met. Please review this Turbo Tax link for further details.
