If the governor declared a state of emergency for the flooding in Feb 2018, how can i claim this loss in the natural disaster section on my 2019 return?

You may be able to claim the loss as an itemized deduction.  Here are the steps in TurboTax to help you with your situation. 

 

1   When you get in the "casualty loss" interview, select the "federal disaster area" hyperlink to take you to the FEMA site. 

2.  Once on the FEMA page,  leave everything as "any" except put in the dates for your incident. 

3.  Find your incident and take note of the code (AB-1234) as you will need that in the TurboTax interview.
