If get a cheque refund can I deposit it in a foreign (Australian) account?

That would be up to your bank, but I feel certain there are banks in Australia that will accept for deposit a check from the United States Treasury or from one the states.  You should probably expect them to put a hold on the check for as much as 21 business days in order to make sure the check not only clears, but is not counterfeit.
