I have post-grad-education and medical expenses in a foreign countries, are these expenses eligible for any tax benefits?, should I include them in my tax filing?

Yes. You may be able to claim a lifetime earning credit if your foreign college is a qualified institution.  It's on the list at https://ifap.ed.gov/ifap/fedSchoolCodeList.jsp then you may be able to claim a lifetime learning credit provided you have taxable income that generates tax liability. This credit may serve to reduce your tax liability for the year.

 

Medical Expenses can be claimed if you have enough expenses to itemize this year. To be able to itemize, your itemized deductions need to be over the standard deduction amount according to your filing status. 

 

  1. Single or Married Filing Separately — $14,600
  2. Married Filing Jointly or Qualifying Surviving Spouse — $29,200
  3. Head of Household — $21,900

To claim itemized medical expenses, the first 7.5% percent of your Adjusted Gross Amount are not allowable medical expenses, the remainder can be claimed.
