I financed Home in November 2015 with Origin Bank with a VA Loan and refinanced in October 2016 again with Trustmark Bank with another VA Loan. Can I claim both VA fees. I did not file deductions in 2015.

No, you cannot deduct 2015 VA fees in 2016. You would have to amend your 2015 income tax return(s), provided you itemize your deductions.
