I didn't pay any foreign taxes or or make any foreign income (unless some of my investment income is considered foreign). Why do I have a $3 foreign tax credit?

Check your 1099-Bs, if you have mutual funds or EFTs they sometimes have foreign taxes that qualify for the credit.
