The section that Line 18 is in is on form 8889 in the section referring to “Failure to maintain HDHP coverage”.
TurboTax is asking for information from your 8889 on your 2016 return.
You should have triggered this when
1. you indicated that you were in the HSA on December 1, 2016 (yes, 2016) (see screenshot #1, “What type of high deductible plan did [name] have on December 1, 2016)?), and
2. you indicated that you were not covered by the HDHP in every month of 2017 (see screenshots #2 “Was [name] covered by a High Deductible Health Plan (HDHP) in 2017?”).
However, it may have happened that you don't have an HSA and have no idea what this is referring to.
Every user sees this question: "Was [name] covered by a High Deductible Health Plan (HDHP) in 2017?” But taxpayers who don't have an HDHP should answer "None", not "Family" or "Self".
If you did have an HSA in 2016 and contributed to it but did not have HDHP coverage in 2017 or quit it part way through the year, then you will need to dig up your 2016 return and find form 8889 and answer the questions as asked.
If you don't have an HSA (Health Savings Account) or have HDHP (High Deductible Health Plan) insurance coverage, then please do the following:
1. make a copy of your W-2(s) (if you don't have the paper copies)
2. delete your W-2(s) (use the garbage can icon next to the W-2(s) on the Income screen
3. go to Tax Tools (on the left), and navigate to Tools->Delete a form
4. delete form(s) 8889-T, 8889-S (if one), and 1099-SA (if one)
5. go back and re-add your W-2(s), preferably adding them manually
