If you are F-1 visa and exempt under the Substantial Presence Test then you will be considered a Nonresident Alien for US, NY and NYC income tax purposes. You would only need to report any NY sourced income on an NY nonresident state income tax return (just as you would need to report only US sourced income on a Form 1040NR, U.S. Nonresident Alien Income Tax Return)
This rule only applies to undergraduates living in NY/NYC.
What if you are a full-time international student on F1 but in master/graduate program?
