That doesn't seem like such a good value trade-off, does it, being asked to pay $35 to claim a $3 credit? Fortunately, you don't have to, because claiming the foreign tax credit is an entirely voluntary choice on your tax return (wheres reporting taxable wage income, for example, is mandatory, and not open to choice).
Thus, you don't have to upgrade your TurboTax product to a version where you can claim a $3 foreign tax credit. In your position and under these circumstances, it's a very rational decision for you to make. We can understand that.
So, in order to "fix" this issue, and remove the foreign tax credit item from your tax return, you will want to revisit your Form 1099-DIV (or 1099-INT) entry screen; and this time when you manually type in your data, simply omit the foreign taxes paid box entirely (i.e., pretend like it doesn't exist).
Because taking a foreign tax credit can only benefit you as a taxpayer, and failing to claim a valid tax credit never hurts the government, this action is permissible by the IRS. In other words, you won't be breaking any laws, or doing anything "wrong," by making this $3 foreign tax credit adjustment in this way.
