If you have an HSA (
Health Savings Account), you are required to have an HDHP (
High Deductible Health Plan, which is your health insurance). That is, if the employer set up the HSA for you, the employer also put you into an HDHP - which will look like a regular health insurance policy from a regular health insurance company, except that the deductible is higher.
If you have a code "W" in box 12 on your W-2, this is the sum of the contributions that your employer made to your HSA and you through a salary reduction plan. This existence of this code is one trigger that tells TurboTax that you have an HSA.
Conversely, if you have a 1099-SA, this is a report on the distributions from your HSA.
In either case, since you have an HSA, you have an HDHP.
If you don't have either an HDHP or an HSA, then review your input to see which of these entries is triggering the HSA processing and delete it.
Or perhaps you can consult with your HR department about how you have an HSA but no HDHP.
