My husband is able to claim his commuting miles due to his job always being at a temporary site, expected to last less than year. Can he claim the parking expense too?

The parking expense is almost impossible to escape in some of the areas he works.

He cannot claim commuting or parking expenses unless his temporary assignment is outside your metropolitan area, 

That is, the fact that it is a temporary job is irrelevant if he comes home every night.
