I have foreign taxes from dividends from 4 countries, so TT created 2 copies of form 1116, the 1st with three countries and the 2nd with one country. However, the 2nd copy was not filled according to the instructions, resulting in the foreign tax not being included in the credit.
1. Line 1a - column A value does not flow to the total.
2. Line 6 - column A value does not flow to the total.
3. Line 7 - Subtract line 6 from line 1a is blank because of the previous two steps.
4. Line 15 - This is the foreign source taxable income from line 7 which is blank.
5. Line 17 - Line 15 (blank) + Line 16(blank - no adjustments) is also blank. As a result, there is no foreign tax credit because there is no income.
The consequence is only foreign taxes from the three countries in the 1st copy are included in the credit while the tax from the 4th country in the 2nd copy is missed.

I apologize. I was wrong in saying that the tax from the second form was not included. I was just confused when going over the second copy of the form.
