Form 1116 Foreign tax credit line 12

I can't figure out why in my form 1116 line 12 it keeps filling it in as same value as line 11.

I DO NOT have reduction in foreign taxes and dont have form 2555 filed.

my token number is 1308148 if some rep can have a look.

I had this working... but when I clicked the "review" feature, it messed it all up.
